Can government employees gamble online? The CSC's 2026 ban explained

The Civil Service Commission's Resolution 2600111 (Jan 2026) bars government personnel from all gambling, including online. Who is covered and what is reported.

If you work in government, the rules for you are stricter than the general 21+ rule. This page summarises news reports of a Civil Service Commission (CSC) resolution; it is not legal advice, and you should read the CSC's own text.

What was reported

  • The CSC promulgated Resolution No. 2600111 on 19 January 2026, reiterating and widening the prohibition on gambling for government personnel (Newsbytes.PH, 23 Apr 2026).
  • It prohibits all forms of gambling, in physical venues or online, including internet betting and e-bingo, and promoting or facilitating them. Informal or social games played for money or value are also covered. The report names e-sabong among the prohibited online gambling and describes the scope as national government agencies, local government units, state universities and colleges, and government-owned or controlled corporations.
  • Entering or staying in casinos and similar establishments is prohibited, even if legally operated; mere presence may count unless the person is there on written official duty.
  • Exception reported: games held strictly for charitable, civic or public-welfare purposes with no appearance of impropriety.
  • Reported penalties under the 2025 Rules on Administrative Cases in the Civil Service: reprimand, then suspension, then dismissal for repeat offences, without prejudice to criminal or civil liability.
  • Reported effectivity: 15 days after publication in a newspaper of general circulation or the Official Gazette. We could not confirm the exact date it took effect.

Earlier, PAGCOR's own Responsible Gaming Code already lists government officials connected with government operations among people not allowed to play (who can play).
