Who can play online gambling in the Philippines? Age 21 and restricted persons
PAGCOR's rules on who may gamble: minimum age 21, students, government officials and uniformed personnel, plus where the legal debate stands in 2026.

This page explains who is allowed to gamble on PAGCOR-regulated platforms and what is still being debated. It is information, not legal advice.
Minimum age: 21
PAGCOR's Responsible Gaming Code of Practice (Version 6.0, 2021) requires licensees to display that "persons younger than 21 years old are not allowed to play", and its advertising rules require a "Gaming for 21 years old and above only" tagline. In February 2026 PAGCOR was reported to be revising KYC requirements for online platforms (AGBrief, 11 Feb 2026); see our KYC guide.
Other restricted persons
The same code, citing PD 1869 (the PAGCOR Charter) as amended by RA 9487 and a 2016 Malacañang memorandum circular, says these people are not allowed to enter, stay or play:
- Government officials connected directly with the operation of the Government or any of its agencies.
- Members of the Armed Forces of the Philippines, including the Army, Navy, Air Force, and the Philippine National Police.
- Persons under 21, or students at any school, college or university in the Philippines.
- Persons included in PAGCOR's National Database of Restricted Persons, which includes self-excluded people (see self-exclusion).
The code was written with licensed venues in mind; how each rule is applied to a particular online operator is set by that operator's terms and PAGCOR's rules, so confirm with the operator.
Identity checks
Operators are expected to run KYC before you deposit. See what PAGCOR-licensed sites ask for.
Where the debate stands
In July 2025, SunStar reported that senators and House members had filed or announced bills: a total ban (Sen. Zubiri's SB 142, the Anti-Online Gambling Act of 2025), a ban even on PAGCOR-accredited platforms and gambling ads (Sen. Raffy Tulfo), and strict-regulation bills (Sens. Gatchalian and Ejercito, among others). PAGCOR opposed a total ban, and the Palace said President Marcos was studying the calls. That article reports bills filed, not votes or passage, and we could not confirm the October 2026 status of any of them, so check the Senate website and recent news. As far as we could confirm, no ban has been enacted. A separate bill would ban gambling advertising rather than gambling itself (SB 2347).
Staying safe
Only an operator you can find on PAGCOR's own list is a candidate to use. If gambling is a problem for you, see help and self-exclusion.
