What the bill proposes
According to SunStar, Sen. Francis "Chiz" Escudero announced Senate Bill No. 2347, the Gambling Advertising Prohibition Act, on 31 July 2026. It would prohibit:
- Gambling-related consumer communications on TV, radio, print, websites, mobile apps and social media.
- Celebrity and influencer campaigns.
- Gambling sponsorships in sports, concerts and cultural events, and product placements.
- Promotional giveaways and branded merchandise likely to appeal to people under 21.
Ads would still be allowed inside gambling establishments and on operators' official websites or mobile apps, with age verification limiting access to people 21 and older. Proposed penalties: fines up to ₱500,000, imprisonment up to three years, and revocation of business permits or licences. Operators, advertisers, broadcasters and online platforms would have one year to phase out prohibited materials, and the bill would require responsible gambling warnings and government campaigns on addiction risks.
Status
SunStar describes the bill as filed only: no committee referral, hearings or votes are mentioned. We could not confirm any later action, so it is a proposal, not law. Related earlier moves: PAGCOR's prime-time ad ban and ASC screening (ad rules), and CICC action on influencers (influencer promos).
A House counterpart: HB 10982
Gambling.com reports that Rep. Karen Hope Garcia (Cebu, 3rd District) filed House Bill No. 10982, the "Online Gambling Advertising Prohibition Act of 2026", on 26 August 2026. As described there, it would bar advertising, promotion, endorsement and sponsorship of online gambling on TV, radio, print, billboards, social media, websites and apps, and it names influencer and affiliate promotions, search and targeted ads, email and SMS marketing, and bonuses, free bets and referral codes used to recruit players. Reported penalties include operator fines of ₱500,000 to ₱10 million, licence suspension or revocation and up to three years in prison, plus daily fines for platforms and media. The same report says the bill "has yet to be scheduled for committee hearings", and it dates Sen. Escudero's filing to 26 July 2026 (SunStar's report is dated 31 July). We have not read either bill text.
What it could mean for readers and for this site
If a bill like these passed, promotion of gambling sites on websites and social media, including by affiliates, could be restricted; we cannot say how a final law would treat information or comparison sites. We will update this page if its status changes. For now, nothing here changes how you should check a site: use PAGCOR Guarantee and our checker. 21+ only; gambling can be addictive, know when to stop (help).
