'Scatter' links and casino APKs: is it legit? How to check before you install

"Scatter" has become everyday Filipino slang for online slot games, and links to "scatter" sites circulate on Facebook, Telegram and Messenger. We cannot tell you any particular link is safe, but we can show how scammers use the licence badge and how to check. You must be 21+ to gamble.

Three documented tricks

  1. Fake PAGCOR websites. In February 2025 PAGCOR warned about a site claiming to "issue gaming licenses and accreditations using fake forms and content". PAGCOR told the public not to download anything from it or transact through it, said its only legitimate website is www.pagcor.ph, and said it reported the site to the DICT (AGBrief). A "verification" site that is not on pagcor.ph proves nothing.
  2. Hijacked landing pages. In June 2023 GCash warned that landing pages of certified gambling sites were being taken over and users redirected to fraudulent websites asking for personal information (AGBrief). A familiar logo is not enough; check the address bar.
  3. Look-alike domains returning after takedowns. PAGCOR's chairman said in August 2026 that operators can quickly reappear under new domain names (DZRH).

Checklist before you install or pay

  • Type the PAGCOR Guarantee address yourself (pagcorguarantee.ph) and use its list instead of the link someone sent; see how to check a PAGCOR licence.
  • Compare the exact domain with the registered one, character by character.
  • Be cautious with any APK or app from outside an official app store, or sent through chat; apps can request more access than a game needs. This is general security advice, not a PAGCOR rule.
  • Never deposit to a personal GCash, Maya or bank account, and be careful with QR codes (GCash QR scams).
  • Do not share your OTP or MPIN.
  • PAGCOR warns that gambling livestreamed on Facebook is likely illegal; see scam signs.
