How to spot scam and illegal gambling sites in the Philippines

Warning signs of fake and unlicensed gambling sites, why blocked sites keep coming back, and where to report scams (hotline 1326).

On this page (5 sections)

Not every gambling site that looks professional is authorised. PAGCOR chairman Alejandro Tengco said in August 2026 that about half of online gaming sites accessible in the Philippines operate illegally (DZRH). You must be 21+ to gamble; this page helps you avoid the worst traps.

Why blocked sites keep coming back

In the same interview Tengco said blocking is hard because operators can quickly return under new domain names after a takedown. A site that worked for a friend last month may be a copy today, so always check the exact address.

Warning signs

  • Withdrawal fees or "taxes" you must pay first. A common pattern in withdrawal scams.
  • Agents on social media or chat apps who guide you to deposit into personal accounts.
  • Livestreamed gambling on Facebook or similar. PAGCOR warned in July 2025 that these are "likely illegal", that it authorises no gaming broadcast on social media, and that such streams lack responsible-gambling safeguards (AGBrief).
  • Unrealistic promises: guaranteed profit, "insider" tips, "recharge tasks".
  • No verifiable company or licence, or a licence from elsewhere shown as if it were PAGCOR's.
  • Lookalike domains copying a known brand with a different ending.
  • Pressure and countdown timers to deposit now.

Check a brand name

Our legit ba brand check shows whether popular casino names appear on PAGCOR's registered-domain lists; "not found" is not an accusation, but a reason not to deposit until you can verify the address. Brand-name checks for frequently searched names are in the legit ba? table. See also influencer promos and e-sabong.

Quick checks

  1. Compare the address with PAGCOR Guarantee and PAGCOR's domain lists. PAGCOR itself tells the public to verify licensing on its official site.
  2. Confirm the site really asks for ID before you deposit; see KYC.
  3. Paste the address into our licence checker, which uses the registered-domain lists PAGCOR published on 8 October 2026. It is a shortcut, not proof.

If you were scammed

Stop paying, keep records (screenshots, transaction references, chat logs) and report it. The national anti-scam Hotline 1326 was recognised by the Presidential Communications Office and the Cybercrime Investigation and Coordinating Center (CICC) in a memorandum of agreement signed on 20 March 2025 (Philstar). Also tell your bank or e-wallet provider. Beware fake "recovery" pages: a July 2026 headline warned of fake CICC social media pages asking for payments (we could not open the article; Manila Bulletin). Real agencies do not charge you to report.

If gambling is affecting you, see help and self-exclusion.

Frequently asked questions

Are gambling livestreams on Facebook legal?

PAGCOR warned in July 2025 that gambling activities livestreamed on platforms such as Facebook are likely illegal and that it does not authorise any gaming activity to be broadcast on social media.

Where do I report an online scam in the Philippines?

The national anti-scam Hotline 1326, run by the CICC with the Presidential Communications Office (agreement signed 20 March 2025), takes scam reports. Check the CICC's official channels for current options.

I deposited to a site that will not let me withdraw. What now?

Stop sending money, including 'fees' or 'taxes' to unlock withdrawals. Keep records and screenshots and report it to Hotline 1326. We cannot recover funds.

Paano malalaman kung scam ang online sugal na site?

I-check ang exact website address sa PAGCOR Guarantee site, huwag mag-send ng pera sa personal account o 'agent', at huwag magbayad ng 'fee' para ma-withdraw ang panalo.
