Is there a 'PAGCOR login'? Fake PAGCOR websites and how to avoid them

People search "PAGCOR login" and "PAGCOR app" hoping to find a place to play or verify an account. PAGCOR, the Philippine Amusement and Gaming Corporation, is the regulator. It is not an operator you deposit with. Scammers exploit the confusion. You must be 21+ to gamble.

What PAGCOR has warned about

• A fake licensing site (Feb 2025). PAGCOR warned about a site claiming to "issue gaming licenses and accreditations using fake forms and content". It told the public not to download anything or transact there, said its only legitimate website is www.pagcor.ph, and reported the site to the DICT (AGBrief). Reports added that the signature on the forged forms was not the chairman's and that officials pointed to spelling mistakes.
• Impersonation of executives (Feb 2025). PAGCOR warned that scammers were posing as top executives (ABS-CBN). Reports said PAGCOR asked the public to verify communications through its official trunkline numbers, +632 8521 1542 / +632 8522 0299.
• Counterfeit certificate sites. A PAGCOR notice to the public names verification.pagcorlicense.ph, licensing.newwavelicensing.ph and validator.pagcor-licence.ph as sources of counterfeit PAGCOR certificates and lists reported websites that are not related to or endorsed by PAGCOR (PAGCOR notice, PDF).
• Hijacked "accredited" pages (2023). GCash warned that landing pages of certified sites were being taken over and users redirected to fraudulent pages (AGBrief).

The real PAGCOR addresses

• pagcor.ph: the regulator's website.
• pagcorguarantee.ph: PAGCOR's list of authorised online gaming websites, launched 18 June 2025. We saw no player login on it; it is a directory.

PAGCOR also plans a verification app; its December 2026 rollout is only a "potential" date (news). Install apps only from official stores, and only if announced on pagcor.ph.

Safe habits

1. Type the address yourself instead of following links from chats or ads.
2. Never enter your wallet, bank or operator password into a page claiming to be PAGCOR.
3. Check the exact address of any casino with our checker and then PAGCOR Guarantee; see how to check a licence.
4. Report fake pages to Hotline 1326; see scam signs.
