How to register and log in at a PAGCOR-listed online casino safely (step by step)

This guide is generic: we have not tested any operator's sign-up, so it states only what PAGCOR has said and common-sense security. You must be 21+ to gamble.

Step 1: choose a site from PAGCOR's lists

Pick a brand from PAGCOR-listed casinos, a brand page or the casino apps page. Open it by typing the registered address, or from PAGCOR Guarantee. Check it with the licence checker.

Step 2: create the account

Use your real name, birth date and contact details exactly as on your ID; mismatches cause problems later (why withdrawals get stuck). Use a unique password. Never share your OTP or MPIN.

Step 3: complete KYC first

PAGCOR said in February 2026 that registrants must submit initial KYC (name, contact information, a valid government ID and a real-time selfie with the ID) before they can deposit (KYC, pending or rejected). Submit documents only inside the operator's own site or app.

Step 4: set limits before you deposit

Step 5: log in safely

• Log in only on the registered address or the official app reached from it (safe app download).
• Be suspicious of any page asking you to log in after a chat or ad link, and of "PAGCOR login" pages (fake PAGCOR sites).
• If you see "Access Restricted", do not try to get around it (what it means).

Step 6: deposit carefully
