PAGCOR Guarantee explained: what the site lists and how to use it

If you only learn one address before gambling online in the Philippines, make it pagcorguarantee.ph. You must be 21+ to gamble.

What it is

PAGCOR launched the PAGCOR Guarantee subsite on 18 June 2025. PAGCOR describes it as a regularly updated list of internet gaming platforms that it licenses and oversees, so players can check whether a site is duly licensed (PAGCOR announcement). Chairman and CEO Alejandro Tengco said: "This new website will help our players easily identify and verify whether the online gaming sites are duly licensed", and added that illegal sites "endanger players" and "erode public trust".

What you will see

Reading the live page on 27 October 2026, the homepage is headed "PAGCOR-Authorized Online Gaming Websites". You can filter by category: Electronic Casino Games, Electronic Bingo Games, Sports Betting, Specialty Games, Online Poker Games, Licensed Casinos, Traditional Bingo Games and Numeric Games. Clicking a logo opens that operator's own website. Links lead to PAGCOR's self-exclusion site (osea.pagcor.ph) and a responsible gaming page (PAGCOR Guarantee). It is a directory, not a casino, and we saw no player login.

How to use it well

1. Type pagcorguarantee.ph yourself; do not follow links from chats or ads (fake PAGCOR sites).
2. Find the operator and open it from the page, then compare the address bar with the address you were about to use.
3. Cross-check against PAGCOR's registered-domain PDFs, which we mirror as plain text (491 domains, 20 Oct 2026) with a checker.
4. Match the category to what you want (casino, sports betting, poker or bingo); see betting sites and PAGCOR-listed casinos.

What it does not tell you

• It does not rate operators, check payouts or guarantee fair treatment; a listing is not a safety certificate.
• It does not replace reading bonus terms (turnover, rebate caps).
• It cannot warn you about look-alike addresses you reach some other way, so always type or open from the directory.
• PAGCOR also plans a verification app (news).

If a licensed operator will not pay you, see how to file a PAGCOR complaint.
